Expert SEND Advice for Parents and Carers

‘In a world where you can be anything, be inclusively kind.’

My name is Jenny-Lee Irons - I am a SEND consultant, a SEND specialist teacher, SEND Tutor and parent.

I am an experienced SENDCo (NASENCo Award from Roehampton University). As a SEND specialist teacher, I have over 18 years teaching in Special Schools and 7 years in mainstream schools, supporting children with a wide range of Special Educational Needs and Neurodiversity.

I have always been deeply passionate about SEND Inclusion, teaching children with SEND and supporting their families. I understand the complexities and increasing barriers and uncertainty that parents/carers are facing as you navigate the world of SEND in Educational Settings.

Drawing on my professional expertise and experience in SEND practice, policies and procedures, I am able to provide bespoke consultations that offer parents and carers independent guidance and support to fully understand the documents, reports and timelines in the matter at hand. My aim is to simplify the processes and help break down the barriers you may encounter along your SEND journey.

‘SENclusivity’ SEND Tutoring sessions and programmes are uniquely designed around the five key areas of SEND need and development. I provide bespoke, specialist SEND tutoring for children in the EYFS and Primary Years in Wimbledon and surrounding area’s, offering tailored interventions and supportive provisions that meet your child’s individual learning needs.

Key Support Services

Applying for an Educational Health Care and Needs Assessment (EHCNA)

An Education, Health and Care Needs Assessment (EHCNA) is the starting point for requesting an Education, Health and Care Plan (EHCP) for your child.

An EHCP is a legally binding document that sets out a child or young person’s special educational needs, the provision required to meet those needs, and the outcomes they are working towards.

I offer tailored support to help you submit a strong, well-evidenced EHC Needs Assessment request to your Local Authority. This includes guidance on reviewing existing provision and therapies, gathering and organising professional reports, and clearly documenting your child’s background, experiences, and needs.

A key part of this process is Early Identification, understanding what is considered Ordinarily Available/ Universal offer, Threshold Guidance and the Graduated Approach (The Assess- Plan- Do-Review cycle) within educational settings. I will help you navigate these criteria with confidence.

The statutory process for an EHCP takes up to 20 weeks.

  • Up to 6 weeks: the Local Authority decides whether to assess

  • Up to 16 weeks: The draft EHCP is issued

  • Up to 20 weeks: The Final Draft is completed

I can support you throughout the entire journey, or step in at specific points depending on your needs.

This may include:

  • Support with completing Section A, and the Health and Social Care elements of Needs Assessment 1 (school application) or Needs Assessment 4 (parental application) forms

  • Collaborative completion of the Needs Assessment to ensure your child’s needs are accurately described across the five areas of SEND/ Development

  • Ensuring evidence and wording clearly reflect the level of support your child requires to learn and thrive

  • What can you do if the‍ ‍Local Authority refuses to assess or issue and EHCP? Then you can consider requesting Mediation or making an Appeal to Tribunal (strict time frame to do these within)

Annual Review Support Package

When a child or young person has an Education, Health and Care Plan (EHCP), the local authority is required to review it at least once every 12 months. (EYFS require bi- annual Annual Reviews). This process is known as the Annual Review and plays a vital role in ensuring the plan continues to reflect your child’s needs and progress.

Certain Annual Reviews are particularly significant. Phase Transfer Reviews take place in Years 1 and 5, as well as during the transition from Year 9 to Year 10. These reviews help plan for the next stage of education and set updated outcomes in preparation for a new Key Stage or adulthood pathways. They provide an important opportunity to work collaboratively with professionals involved in your child’s education.
It is essential that the provision outlined in Section F of the EHCP is accurate, specific, and sufficient to meet your child’s needs. Annual Reviews are a key moment to challenge, amend, or strengthen this provision where necessary.

I offer a bespoke Annual Review support package, tailored to your individual circumstances, ensuring the evidence and provision evolves as your child develops. This support helps you reflect on the year just passed — identifying what has worked well, what hasn’t, and where changes are needed — and to develop meaningful, measurable outcomes for the year ahead. I will also consider your hopes and wishes for your child’s educational future.

Support can include:

  • Preparation for the Annual Review meeting (Virtual meeting)

  • Guidance on reviewing progress, provision, and outcomes

  • Support with understanding recommendations made by the school or local authority

  • Reviewing and explaining the amended draft EHCP following the review, so you feel confident the plan accurately reflects your child’s needs moving forward.
